What to actually expect right now

Refugee claims are taking longer than they have in years — RPD processing is currently running close to two years for a first hearing, and H&C applications can sit for a decade or more given the current backlog. One procedural detail that catches people off guard: if H&C grounds are raised inside an in-Canada permanent residence application under a public-policy pathway, IRCC does not issue a separate H&C decision — the public-policy application is simply refused, and you have to reapply directly on H&C grounds and pay the fees again. Knowing which door to walk through the first time matters more than ever.
