Ontario Workforce Priority Stream: what to upload

The Ontario Workforce Priority Stream applicant checklist was updated on October 20, 2026. It was first published on July 20, 2026. If you saved a copy earlier, check it against the live page before you put your package together.

Which documents you need

Your required documents depend on whether you applied with a job offer or as a self-employed physician. Most applicants need:

  • Applicant Consent Form
  • identity documents
  • status in Canada documents
  • education documents
  • language test results
  • documents to support your work history
  • licensing or authorization documents
  • pay slips
  • resumé
  • expression of interest (EOI) selection factors
  • other optional documents

Self-employed physicians applying without a job offer also need their College of Physicians and Surgeons of Ontario certificate of registration and proof of their OHIP billing number.

Everything on the list is mandatory unless the checklist says otherwise. Don’t upload extra documents. The province says they slow down processing. You may be asked for more documents while your application is being processed.

Upload rules

  • Scan everything, and make sure it’s clear. Blurry or illegible files will be rejected.
  • Accepted formats are Word, Excel, PowerPoint, PDF, RTF, TXT, JPEG, BMP, PNG, GIF, and TIFF.
  • Each file can be up to 10 MB. Scanning at a lower resolution keeps files small and uploads fast. Put all the pages of one document into a single file if the size limit allows.

Applicant consent form

Complete, sign, and upload this form only after you’ve received an invitation to apply and reviewed your application in the e-filing portal. If you have an immigration representative, they can’t sign it on your behalf.

Identity documents

A photo that meets passport or visa photo specifications. It can be a scan of a printed photo or a digital file. A photo of your passport’s personal details page won’t be accepted. The personal details page of your passport, plus every page with a Canadian visa or entry stamp. The personal details page of each dependant’s passport. Dependants include your spouse or common-law partner, children under 22, and their children.

Immigration status documents

Upload current and previous documents issued by IRCC or CBSA, such as work permits, study permits, and temporary resident visas. If you’re on maintained status, upload one of the following: IRCC’s letter acknowledging your extension application, the IRCC fee receipt, or the post office receipt from when you applied.

Education documents

  1. Recent Ontario graduate: your credential from an eligible Ontario college or university, plus official transcripts from that institution.
  2. Canadian credential: a copy of your degree from an eligible Canadian institution, plus official transcripts from the institution that granted it.
  3. Credential not yet issued: an official letter on institution letterhead confirming that you’ve completed the program requirements, that no fees are outstanding, and the date the credential will be granted. Include official transcripts too.
  4. Foreign credential: an Educational Credential Assessment (ECA) report showing that your education is equivalent to a Canadian degree. The report can’t be more than five years old when you submit. You must also upload an electronic copy with your application.

The designated ECA organizations are the Comparative Education Service (University of Toronto), International Credential Assessment Service of Canada, International Credential Evaluation Service, International Qualifications Assessment Service, Medical Council of Canada, Pharmacy Examining Board of Canada, and World Education Services. Fees and processing times vary by organization.

OINP has to be able to confirm your ECA results directly with the organization. Authorizing the organization to share results with IRCC isn’t enough, and you shouldn’t ask for a mailed paper copy to send to OINP.

  • World Education Services: order the report online and name the Ontario Immigrant Nominee Program as the recipient.
  • Comparative Education Service: follow its instructions for requesting a report for OINP.
  • Medical Council of Canada: request the report. Then log in to your physiciansapply.ca account, click “Other service requests,” and request a file transfer to ontarionominee@ontario.ca.
  • Other organizations: no extra steps are needed.

Language tests, work history and the resumé

Language results must come from a test taken within the 2 years before you submit. Accepted English tests are IELTS (General Training only — not IELTS Academic, not One Skill Retake), CELPIP (General test only), and PTE Core (not PTE Academic). For CELPIP, you must select "IRCC purposes" as the reason for the test and IRCC as the receiving institution so OINP can confirm results. Accepted French tests are TEF Canada and TCF Canada. Scan the full page so no text is cut off.

If your job offer or Ontario work experience falls in an occupation requiring a mandatory licence or other authorization in Ontario, that licence or authorization is uploaded. If you're currently working for the employer in the same position as your job offer, include your 2 most recent pay slips.

Work history reference letters apply where the job offer is not in a licensed occupation. Each letter must be dated and on business letterhead; identify the business address, telephone/fax numbers, email and website; name the responsible officer(s) or supervisor(s) with their signature(s); give dates of employment and job titles for each position; set out detailed duties and responsibilities; and state total annual salary plus benefits, hours worked per week, weeks of work per year, and any extended leave. Job descriptions, performance reviews and job advertisements can be added in support. Work contracts are optional.

Proof of compensation is mandatory for any work experience claimed pay slips, cheques or statements for the first and last month of each period of work, bank statements showing salary deposits for those same months, income tax documents, or employer letters confirming salary or hourly wage. Those employer letters must explain why other compensation documentation isn't available. Canadian work experience also calls for official T4 Statements of Remuneration Paid and CRA Notices of Assessment for the relevant years, if available, with an explanation if you don't have them. Self-employment evidence includes business registration or ownership documents, income tax returns, T4A statements (if self-employed in Canada), client and third-party reference letters with payment details, invoices, and business advertising. Work history documents don't apply to self-employed physicians applying without a job offer.

The resumé must be current and include past and present work experience, education, duties and responsibilities for each position, current residential address, email and phone number.

Ties to Ontario, and the EOI scoring evidence

To show intention to live and work in the province, you list established ties: employment in Ontario (current or previous), job offers or jobs applied to or interviewed for, education, volunteer work, lease agreements or property ownership, professional networks and affiliations, family ties, social connections or personal relationships, and previous visits. Without ties, a statement of intent to reside in Ontario may be provided. The page also warns to black out credit card numbers on financial documents failure to redact will delay processing.

Scoring factors, as the checklist stresses, are not the same as stream criteria: you must meet all stream criteria and file the mandatory documents, and then support the points you claimed in your EOI.

Scoring factorNOC TEER category, broad occupational category and wage
Evidence the checklist requiresJob offer: employer provides a job offer letter with job duties and wage. Self-employed physicians: medical licence is sufficient.
Scoring factorLegal status in Canada
Evidence the checklist requiresCurrent and previous IRCC/CBSA documents; maintained status proof as above
Scoring factorOntario work experience
Evidence the checklist requiresJob offer: work reference letter with employment dates and duties. Points for the job offer position must be with the job offer employer, in the same occupation, at the same location. Self-employed physicians: remittance advice reports showing payment for OHIP claims
Scoring factorCanadian earnings history
Evidence the checklist requiresA single CRA Notice of Assessment issued in the last 5 years, showing at least $30,000 earned in one calendar year
Scoring factorOfficial language ability and knowledge of official languages
Evidence the checklist requiresTest results from an approved testing service obtained within the last 2 years
Scoring factorRegionalization — location of job offer
Evidence the checklist requiresJob offer: employer states location of employment. Self-employed physicians: OHIP billing number registration showing a practice address

Two hard limits on the earnings factor: T4 slips alone will not be accepted, and combined earnings over multiple calendar years will not be accepted. It has to be one Notice of Assessment, one calendar year, at least $30,000.

Changes to your information after filing

You must tell OINP about changes to your application. This includes contact details, immigration status changes (such as a new work permit), and family changes like marriage, a new child, a change of custody, separation, divorce, or death.

To update your phone number, email address, or country of residence, log in to the OINP e-Filing Portal, click “My Profile,” make your changes, and save. For anything else, including correcting a typo in your name, complete the Change of Personal Information form and send it through the OINP webform. If you’re correcting a name or date of birth, include a copy of your passport’s personal details page. OINP won’t accept requests to completely change a name or date of birth. If you don’t report changes, it could affect the outcome of your application.

What to do with this

If you're mid-package, Start the ECA and language test early, since both take time and pay particular attention to the pieces that take outside time to arrange — an ECA with its authorization step, a language test within the two-year window, reference letters that have to be chased from a former employer, and a CRA Notice of Assessment for the earnings factor. Those are the items that can't be produced the night before a deadline.

The OINP is governed by the Ontario Immigration Act, 2015 and its regulations, which take precedence over the web page in the event of any inconsistency. OINP can be reached by webform or by phone Monday to Friday, 9 a.m. to 5 p.m., at 416-327-0374, toll-free 1-866-214-6820 within North America, TTY 416-325-0866, or toll-free TTY 1-866-853-2137.

If you're weighing a Workforce Priority application or already hold an invitation, you can start with a free Ontario PNP eligibility check here and go from there. Document requirements interact with stream criteria in ways that are easy to misread from a checklist alone — an RCIC can assess your specific case, and you're welcome to book a consultation to get a professional read before you upload.
